Desktop remains the explanation surface, but the real question is whether Law reviewers can complete a guided pass, intentionally skip irrelevant sections, spot hazards, submit/revise notes without overwriting originals, and still preserve audit-visible history in one hand.

1. Start at Home.Should the first screen be a snapshot, person card, or incident board?

2. Switch role lenses.Would SAR, EMS, law, and command each see enough without seeing too much?

3. Tap scene and item checks.Do the law-first warnings match field behavior without pretending to grant authority?

4. Use guided review and revisions.Can Walter and Alan skip sections intentionally, submit final notes, and add revised copies without overwriting the original submission?

v36 boundary: Guided review, skipped-section labels, scene-preservation prompts, board status controls, Law workflow actions, handoff notes, and revision copies are prototype guidance only. They do not grant authority, replace agency policy, overwrite records, or expose real restricted data. Every simulated action, skip, status update, and revision preserves audit-visible context instead of silently changing history.
